A certificate from the Commissioners for Stating the Debts of the Army was offered in evidence, but rejected, because it appeared to be signed by one at a time at their houses, the Judges being of opinion that it could only be signed sitting upon the commission, like The Dean and Chapter of Femes's case of capitulariter congregati.
