New Diploma in Criminology
at
Melbourne
University. As from
the
beginning of 1971
substantial changes in
the
regulations
covering
the
Diploma in Criminology will
come into effect. The newly
structured
diploma will require acandidate to
pass
four subjects beyond those he
has
counted
towards
any
other
degree or diploma.
For
the first
time
it will be possible
for
all
candidates to complete
the
requirements
for
the
Diploma in Criminology in one
year
of full-time study. Part-time
study
will still be approved.
The Diploma is preferably
taken
at
post-
graduate level,
but
it
may
be
taken
con-
currently
with
studies leading to a
bachelor's degree. It is closely related to
courses in law, psychiatry, psychology,
social
work
and
education. The depart-
ment recommends
the
diploma as a
valuable
preparation
for
any
professional
career in
the
field of crime control:
for
instance, police officers, magistrates, insti-
tutional staff,
probation
and parole officers,
and senior
administrators
in law enforce-
ment who
are
in a position to influence
policy. However,
the
Diploma is
not
merely atechnical course in national
law
enforcement or crime prevention: it also
critically examines
the
changing place of
the national
state
in morals and politics.
Persons contemplating undertaking
the
Diploma course
are
invited to discuss
their
plans with
the
staff of the Criminology De-
partment

Sir
Philip Phillips. It is
with
regret
that
we record
the
death
of Sir Philip Phillips.
He died in his
Eltham
home on Saturday,
19 September last. "P.D.", as he
was
affectionately
known
to
very
many,
had
led a life
that
was
very
full and included
acareer at
the
Bar. However, to
the
majority of Victorians, "P.O." will be
remembered for his appointment as
the
Royal Commissioner to investigate
the
various problems associated
with
the
retail-
ing and drinking of alcohol in
the
State
of Victoria. Two recommendations
made
by
the
Royal Commission
were
that
6 pm
closing should cease
and
be replaced by
10 pm closing
and
that
there
should be
a
statutory
offence of driving
with
an
alcohol level in excess of ".05".
For
three
years
prior
to his death
Sir
Philip
was President of
the
Alcoholism Founda-
tion of Victoria.
The Summer School of Studies on Alcohol
and Drugs of
the
Department
of Medicine,
St. Vincent's Hospital, University of Mel-
bourne, will be held on
the
27-29
January,
1971. The first
day
will be devoted
to
the presentation of scientific papers
with
the Third Leonard Ball Oration in
the
evening. The second
day
will be given
over to workshops
whilst
the
third
day
will be occupied by a symposium entitled
"Alcohol and Drugs - A Challenge
for
Education".

Australian Crime Prevention, Correction
and After-Care Council. Plans
are
well in
hand for
the
Sixth
Biennial Conference of
the Council which is
to
be held in Brisbane
between August 14
and
20, 1971. Emphasis
will be placed at
the
Conference on
Youth
and particularly
upon
measures of crime
prevention designed to
deter
young people
from committing crime. Several members
of the Council
were
present
at
the
Fourth
United Nations Congress on
the
Prevention
of Crime
and
Treatment
of Offenders in
Kyoto, Japan, during
August
1970,
and
had
the
opportunity of meeting world
experts in criminology. It is hoped
that
some of these
experts
will be
present
at
the Brisbane Conference. Reports will
also be made at
the
Conference from
the
two sub-committees which
have
been
studying Confidentiality
and
Alternatives
to Imprisonment. Any readers of
the
Australian
and
New
Zealand journal of
Criminology who
are
interested in attend-
ing the Conference should contact

Indian Society of Criminology.
Word
has
been received
that
aSociety of
Criminology
was
formed in India on
September 10, 1970,
at
ameeting held at
the
University of Madras. The chairman
of the society is
Professor
T. E. Shan-
mugam of
the
Department
of Psychology,
University of Madras. The A.N.Z. Society
of Criminology wishes every success to
its sister organization in India.
Section of Forensic
Psychiatry
of
the
Aus-
tralian
and
New
Zealand
College of
Psychiatrists held
its
Annual General
Meeting on Monday, October 19, 1970,
and elected
the
officers for
the
