Obituary
It is with deep sorrow that we announce the tragic death of Dr Iglesias, Member of the
Editorial Advisory Committee who passed away whilst serving as Chief Technical
Adviser on UNDP Economic Management Reform Project in the Mongolian People’s
Republic.
Dr Iglesias was born in the Philippines where he earned his BA and MA from the
University, continuing to Sussex University where he produced his doctoral thesis on
the British Civil Service. Prior to his assignment to Mongolia, he was Professor and
Dean of the College of Public Administration at the University of Philippines. During
his career Dr Iglesias held many international positions including UCLA, the East-
West Centre in Hawaii, and the Asian and Pacific Centre in Kuala Lumpur. He also
served as a consultant to a number of UN and inter-governmental organizations
including UNDP, UNIDO and ICPE and was active in regional organizations such as
Eropa and Asean. Within his own country, he was an influential expert and was
Chairman of the Government Sub-committee on Decentralization. His publications
were wide ranging, covering public enterprise, programme management, rural devel-
opment, local government, training issues and administrative reform. We shall all miss
Gabby both as a colleague and for his humour and warmth. He leaves behind him a
wife and four daughters.
