from
medicine to languages.
Lord
Hailey
contributes aForeword in which he draws
attention
to a significant feature of
the Review:
"the
operations of which it presents arecord form, in fact, an integral feature of the
story of
that
radical
change
in
the
British outlook on
the
welfare of the Colonial peoples which
began to manifest itself
during
the
period
intervening between the First
and
Second World
Wars".
\Ve all know
that
Lord
Hailey was largely responsible for the radical
change
to which
he refers.
