continue in their valuable
role of keeping the British public-s-or at any rate those in any way concerned or inter-
ested in the
Third
World, aware of the need and justification for rich nations to help
those less fortunate
than
themselves. Donald
Tyerman
sums up the dialogue of an
international conference convened by
a.D.1.
in May, 1968, to discuss the outcome of
U.N.C.T.A.D.II
at New Delhi, and attended principally by businessmen but also by
national and international civil servants, and by academics. Ernest Parsons sums up
U.N.C.T.A.D.II-no
impressive successes expected or achieved, some decisions
reached on trade which, if followed by effective political action to ensure international
implementation, will further the economic development
of
less developed nations
besides, most importantly, keeping the dialogue going between rich and poor and
making the prospects of an
U.N.C.T.A.D.III
full of hopeful possibilities, instead of
being perhaps stillborn had the Delhi discussions ended in absolute deadlock.
Charles Young reports the findings of a
Group
from the private sector in Britain
which was brought together by
a.D.1.
to
consider the role of consultancy in overseas
development.
The
advantages to be obtained from. the
~se
of consultants, how to
choose and what to avoid are clearly set out and this GUide for the engagement of
consultants will certainly repay study in the planning ministries of many developing
countries.

The
author lists

successful military coups that were instrumental in bringing
about achange
of
Government in twelve African countries,

attempted such coups
that failed in fourteen countries besides some 30 planned military coups which the
governments of eighteen countries announced that they had thwarted. Military coups
always hit the headlines and the general impression created is one
of
recurrent military
take-overs.
The
fact
that
only in a dozen states have military coups succeeded needs
emphasis. Nonetheless there have been far too many military attempts to overthrow
constitutional government and
Dr.
Grundy
provides in his monograph an interesting
study of what can be described as the philosophy of the military coup.
The
danger
of course lies in the ease with which a few soldiers in an African State (and on other
continents as well) can overthrow an existing
regime-as
often as not with no clear
idea what to do with the reins of power once thay have been seized.

The
editor has assembled agreat deal of material and provided commentaries on
the history of East African integration from the nineteen twenties to the establishment
of
the East African Community in 1967. His selections provide
much
interesting
reading and to have collated the history, politics and economics of "closer
union"
in
a single volume will ease the task of students of modern East Africa.
The
lesson learnt
so far would seem to be that agradually worked
out
and fully agreed system
of
economic
co-operation stands a far better chance of lasting success
than
apolitical Union which
in the shape
of
most post-war Federations, politics by their very personalised nature,
have tended to destroy. As
Dr.
Rothchild concludes in his introduction
"the
most
effective federalists
of
the present era may well be those who
shun
the lures of
the
political kingdom. Such an approach may lack drama,
but
results are what matters
most".
