THE

British subjects are no longer free to jeopardise the safety of the
public and neutrality of the nation by attaching themselves to
the forces of foreign belligerent powers. All persons whether
British subjects or not are alsoforbidden, within His Majesty's
dominions, to enlist others for any such purpose.
The
traffic
in men and materials having this object in view is now
adequately controlled by the Foreign Enlistment Act, 1870.
Police Gold Medal Essay
Competition
REPORT
The
Council of the King's Police Gold Medal Essay Competition have
the honour to present their report on the Competition which closed on
November rst, 1939.
The
subject was;
"Discuss
the Psychological Aspect
of Crime and Punishment."
The
number of essays received was less than last year
but
the proportion
from the Dominions and Colonies was much higher, being nearly
fifty
per
cent. of the total.
The
standard, however, was not so high as formerly, and
it was accordingly decided not to award the King's Gold Medal and First
Prize this year.
Awards were made as follows;
Second Prize
of
Fifteen Guineas:
Leslie James, Junior Station Inspector, Metropolitan Police.
Third Prize
of
Ten Guineas:
Thomas A. Woodward, Superintendent, Sheffield, West Riding
Constabulary.
The
following Competitor has

James D. Adams, Police Constable, Dewsbury, West Riding Con-
stabulary.
The

R. H. Barker, Corporal, Royal Canadian Mounted Police.
Arthur Cain, Inspector, Special Branch, Metropolitan Police.
Ernest Harvey, Police Constable, Metropolitan Police.
The
Council have decided that, owing to war conditions, there will be
no Essay Competition in 1940.
