PREFACE AND ACKNOWLEDGEMENTS

Some 15 years have passed since the first edition of this work was published. Over that period, many of those judges who helped me with my original enquiries have retired or themselves come before a higher judgment seat. I am gratified to note that nine of my correspondents and interviewees have since been elevated to judicial office, and a number of puisne judges have been promoted.

The system of educating judges has changed, with a strong element of ‘judgecraft, management and leadership’ being advocated under the Judicial Skills and Abilities Framework in place since 2014; the whole structure of the tribunal system has developed beyond recognition, and we are at a complete turning point with regard to the influence of European law jurisdiction; in addition, online courts will shortly be introduced – in my...
