de
gerer
les
choses
dans
l'interet
general
de
l'Etat,
pourra
se
transformer,
se
moderniser
et
permettre
ala
France
de
demeu-
rer
en
matiere
administrative
le
guide
et l' exemple
des
Admi-
nistrations
etranqeres.

The
author
faces
the
fact
that.
although
a
far-reaching
admi-
nistrative
reform
has
long
been
felt as a need.
the
lack
of
governmental
permanence
has
prevented
any
effective discussion
of
the
relevant
plans.
Much
preliminary
work.
however,
has
been
achieved.
thanks
to
the
establishment
of a
non-parliamentary
Commissariat
General.
It
has
concentrated
its activity on
four
major
problems. viz.
(a)
a
reform
of
the
work
methods,
(b)
arevision of
the
legal
texts.
(c)
a
reform
of local
administration.
and
(d)
a
reform
of
the
administrative
jurisdictions.
A
Central
Committee
of
Enquiry
was
set
up to
prepare
the
reform
of
work
methods.
To
date,
it
has
issued
several
reports,
ascertaining
shortcomings.
analysing
the
problem of
the
cost
of
administration
and
advocating
not
so :
much
saving as such.
but
greater
efficiency.
the
essential
aim
of
administration
being
the
establishment
of
better
relations
between
the
State
and
indivi-
duals.
The
efforts
of
the
Committee
have
resulted
in
the
setting
up
of
a
Mixed
(<<
paritaire
»)
Technical
Committee
in
each
Depart-
ment.
Some
of
these
have
established
an
O.
&M.
Office.
whereas
private
enterprises
set
up
the
Technical
Institute
of
Public
Admi-
nistrations
(LT.A.P.)
to
compare
the
respectives
methods
of
public
Departments
and
private
enterprises.

order

pave
the
way
for a
reform
af
the
legal
texts
