GREECE -Proposalfor an inter-ministerial corps
of
State administrators
In April 1966 a four-day meeting was held in Athens attended by members
from the Greek public administration and by experts from O.E.C.D., to
consider the possibility of creating a new category of top-ranking officials.
The
report prepared by Professor Langrod, the General Secretary, after
stressing the need for major reform in the Greek civil service which was
suffering from mediocrity incompatible with the requirements of a modem
state, contained the following recommendations:
I.
A.
Recruitment and Preliminary Training
( 1)
The
creation of a new corps of top ranking
officials
to be named
'Inter-ministerial corps of state administrators', responsible for
conceptual and directional work.
The
new corps to be adequately
remunerated so as to be able to compete with the private sector.
(2) Public competitive examinations to be held for entry into the Corps.
(3)
The
examining Board to be broadly based to achieve efficient and
objective selection.
(4) Two examinations to be held, one internal and one public so as to
ensure a reasonable quota of places in the new corps for members
of the existing Greek civil service. Maximum age to be 35 (to be
reduced later to 28 for the public exam).
(5) Examination papers to be set with particular care.
(6) Preparatory courses to be organised: serving officials to be granted
paid leave so as to attend.
(7) Chairs of Public Administration to be included in establishments of
higher education.
B. Transitional Measures
During a transitional period of eight years in which the corps would be
recruited, a higher proportion of vacancies to be filled from the ranks of the
existing civil service (through the internal exam) and a higher maximum
age limit to be permitted.
II.
Vocational and Further Training
The
preliminary training to be supplemented by special vocational training
courses
of
three years duration (one year during transitional period) to be
organised. These courses to be fun time and to cover the fun field of public
administration and to include study of a foreign language. Regular further
training courses would be needed - one of about six months after 6-8 years
service, and also short periodical courses of 1-3 weeks for higher civilservants
including Corps members.
III. Transferability and Secondings
The
principle of two-fold transferability to apply: internal - within each
administration and inter-ministerial.
It
was not considered feasible to
extend transferability to the semi-public sector at present. Class promotion
to be gained only after two jobs in two administrations had been held.
