A second edition of The Law
of
Clubs by J. F. Josling and Lionel
Alexander has recently been pub-
lished by Oyez Publications; it contains
some 304 pages and is produced in a
well designed soft cover. As one might
expect with such a complex subject as
club law the need for a new edition
has been brought about by the many
changes in legislation and by a
number of decisions of the courts.
The book is conveniently divided
into two parts, the first dealing with
clubs in general. After a most infor-
mative and interesting introduction
it goes on to look at the formation of a
club. Chapter three, on the day to
day running of clubs, takes up by far
the greater portion of part one and
covers everything from the admission
of members and the termination of
membership to finance, taxation,
rates and planning. Other subjects
dealt with in this part of the book are
contractual liability, tort, litigation,
dissolution of clubs, supply of in-
toxicating liquor and the law of
lotteries and gaming as applicable to
clubs. The latter chapter has been
largely rewritten as a result of the
provisions of the Gaming Act 1968.
Working men's clubs are the subject
of the second part of the book and,
after a short introductory note, the
Friendly Societies Acts and the Shop
Clubs Act are dealt with and this is
followed by a chapter on the industrial
and provident societies, the law relating
to which is now the subject
of
the
Industrial and Provident Societies
Act 1965 to 1968 which has con-
solidated with amendments the statutes
ranging from 1893.
In the appendices one finds such
useful information as a model for
rules of a member's club, information
relating to unincorporated associations
and models for the rules of proprietary
clubs.
In addition to tables of cases,
statutes and rules The Law
of
Clubs
has a very good index and a place
should be found for this excellent
and informative book in every police

Such is the importance in police
work of the law relating to licensed
and supervised trades and activities
that Paterson has always been con-
sidered to be one of the three most
important and basic works of the
essential police library (the others are
Stone and Archbold).
It
is therefore
something of an event when a new
edition appears.
It
is always thought of as the great
authority on liquor licensing-as
indeed it
is-but
it is much more than
that, for it deals also with the law
relating to theatres, cinemas, music
and dancing, Sunday entertainments,

billiards, and betting, gaming and
lotteries.
This edition takes the form of its
predecessors, being arranged in four
parts:
I-a
summary of licensing law
generally;
II-the
annotated texts of
all the statutes on the subject;
III-
rules and regulations; and
IV-forms
.
Part I has always been a most useful
feature, each of its chapters giving a
concise yet full and lucid picture of
some aspect of the law. A student can
do no better than to read this part of
the work before he tries to learn the
almost indigestible statute law on the
subject.
