OFFICER
who makes an attempt to acquire or gain access to a reasonably
wide range of text-books is entitled to conclude
that"
much study is a weariness
of the flesh". The books are many, the law is complicated, and time is
short; and it sometimes seems that one will never be able to read enough to
master the subject.
It
is therefore refreshing to find a small, readable, yet accurate
book which will help the reader to understand a complex subject by providing
the whole picture in a small compass.
Hotel
and Catering Law, which is such a
book, is a comprehensive guide to the whole of the licensing trade, combining
practical knowledge and information about the industry with notes and guidance
on the legal powers, duties, and liabilities of innkeepers, licensees, and their
servants.
The book has been written primarily for those in the hotel and catering industry
and it is approved reading for the examinations of the Hotel and Catering
Institute. Although it is written in a simple and forthright style the subjects are
treated with an authority which should appeal to the police reader. The failure
to quote references for the decisions cited detracts in some small measure from
the value of the book, but on the other hand the omission lends to the book the
virtue of brevity so that readers for whom it is intended will have in an easily
understood form the essence of the laws and customs of their trade.
Various aspects of the business are dealt with in addition to liquor licensing
matters, and the many changes in the law wrought by recent legislation are all
considered. Ancillary topics, such as Betting and Gaming, Music and Dancing,
Clubs, and Billiards, are explained in detail.
It
will be remembered that such
matters cannot be readily obtained from text-books other than the large works
such as Paterson, but here they are grouped in one small volume.
There are one or two small inaccuracies (for example that a .. young
person"
is a person not under 14 but who is under 18years of age) but these are relatively
unimportant.
At ISs. the book represents excellent value.
It
will prove a useful addition to
any police library. J.

HEARN,
whose
book
on his experiences in the S.I.B. was reviewed in this
journal some months ago (Foreign Assignment) has now written on his experiences
in Russia, under the title Russian Assignment.
This may be good journalism, but it is also misleading. One of the most
imoortant facts about this book is that it is the result of Mr. Hearn's own
initiative. Last, but surely not least, in his acknowledgements, and following
some distinguished names in the world of criminology, is a
tribute"
to my Bank
Manager, who loaned me the
fare".
The sub-title is .. A Policeman looks at Crime in the U.S.S.R. ", and there are
chapters on The People's Police, Law Making, The Ministry of the Interior,
Juvenile Delinquency, and A View of Sex. (In this the experienced policeman
convinces himself, and the reader, and almost certainly the Russians themselves,
though they stubbornly denied it, that prostitution not only still exists but
flourishes in Moscow, notably in front of the large
GUM
store, almost within
sight of
the"
gruesome
twosome",
as they still were, in their mausoleum.)
There are also chapters on the People's and Workers' Courts, and on more
general topics.
