There are manyaspects ofdisqualification
of magistrates from adjudicating in a
case in which theymight have an interest,
however remote. Yet the only insight into
Parliamentary attitudes in this matter is
contained in legislation on
just
ahandful
of situations. The author,an experienced
Magistrates' Clerk and Solicitor, has
thoroughly researched this intricate
subject and attempts to clarify the law on
bias of both magistrates and clerks to the
justices. Guidance is given to cover a
wide variety of practical situations and
methods of approaching them.
Relevant extracts from some 80 cases
have been presented and a convenient
index has been prepared to identify the
various categories of bias at a glance.

useful monograph"and one which would
profit magistrates and clerks to read.

This publication offers very useful
general advice on almost all aspects of
security and will Iam sure prove to be a
very useful reference book to people
entering the security world for the first
time. Some of the advice offered has not
previously been available so readily and
the publication must therefore be wel-
comed.
It
is unfortunate
that
certain sections
relating to the legislation are not
accurate.
It
would seem
that
statutory
instruments which came into force
during
January
1977,specifically relating
to the Fire Precautions Act of 1971 and
the Health and Safety Act 1974 have not
been considered and some references to
the Factories Act 1961 and the Offices,
Shops and Railway Premises Act 1963
no longer apply as the parts referred to
were repealed as a result of the new
legislation.
Neverthelessthispublication willbecome
an important security reference in the
libraries of police crime prevention,
burglaryinsurance surveyors and general
security advisers in the future.

Racial unrest takes a small market
town completely by surprise, sparked off
by the, as it turns out, accidental murder
of a young black man who, at best, can be
described as not one of the most law
abiding of citizens. The way some
unscrupulousmembers ofthe community,

black and white, use this crime to
promote unrest that eventually. erupts
into a riot is extremely interesting, giving
the rejlder food for thought as to how
close to fact are the fictional events in the
