Criminal Justice Education and
Training (Volume V) is intended for
those involved in the education of law
enforcement and criminal justice per-
sonnel as well as those who manage or
are involved in the decision making
processes about training. An estimated
annual expenditure of225 million dollars
by all federal agenciesfor criminal justice
programme. supplemented by an
estimated 25-40 million dollars supplied
by state and local authorities funds. has
been partially responsible for the ten fold
increase in criminal justice educational
programme during a decade.
Inevitably such a rapid expansion has
produced very substantial problems
associated with the absence of a clearly
defined body of knowledge. or a set of
goals or perspectives for criminal justice
higher education.
Major deficiencies in the meeting of
criminal justice practices. which are
highlighted in. the examination of law
schools' teaching. include inadequate
coverage of criminal procedures and of
the institutional context of criminal law
practice. An interesting comment on the
areas of the legal profession which are
most lucrative can probably be deduced
from the fact that of the 385.000 lawyers
in 1974probably only 15%were engaged
in criminal law practice as private
defenders. or in public agencies on either
a part or full-time basis.
Criminal Justice Manpower Planning
(Volume VI) outlines thedevelopment of
a fully integrated model for the pro-
jection of manpower requirements for all
sectors of the Criminal Justice System
including projections of crimes. arrests
and imprisonments. In addition survey
proceduresand instruments which can be
readily adapted for future criminal
justice manpower data collections are
included. The data on the crime rate
makes very interesting reading. Roughly
an increase of ten percent in the
probability of arrest will decrease the
crime rate by almost three percent.
whereas a 10 percent increase in the
probability of imprisonment decreases
the crime rate by approximately 2
percent. A 10 percent increase in the
urban population rate increase the crime
rate by 9 percent. A 10 percent increase in
the number of youths in the population
increases the crime rate by 13 percent.
Refreshingly the survey results make
no claim to be a panacea for the variety of
manpower issues. The authors make it
clear that projecting manpower require-
ments is a hazardous business and
modifications continually need to be
made in the light of additional
experiences. However. the whole study is
a significant advance in the tools
available to deal with manpower
problems.
The message for the UK isclear. There
is a considerable merit in examining
problems of the Criminal Justice System
as a whole rather than those specific
sections with the most acute problems.

this issue of the ISC's Annual is enlarged
to 500 pages. It provides an analysis of
revolutionary. subversive and terrorist
movements in 105 countries. grouped
into 12 regions (e.g. Western Europe.
Latin America. The Caribbean) each of
which has a regional survey of the past
year. The book is packed with
hatp
facts.
With 125 pages to play with. the country
profiles are fuller than in previous
editions. Most. as before. include a
chronological table of events from
January 1978 to February 1979. These
tables vary from about 150 entries for
Northern Ireland to nil for Finland.
Individual movements are analysed. with
estimates of their strength where reliable
evidence is available (e.g. Provisional
IRA about 400. Official IRA 200.
IRSP / INLA 50). Coverage is inevitably
patchy. but a brave attempt is made to

mention all the plethora of revolutionary
and guerilla movements in Latin
American and other countries and to give
their political flavour. support and
international links. As a reference
document. it has no rival in the English
language. either side of the Atlantic. I
would be surprised if it is not the best in
any language in the world.
I have only two ,ariticisms. both
relatively minor. The titles of the
principal revolutionary movements in
each country are buried in the prose.
albeit standing out in italics like the titles
of books in a multiple review. Up till
1977. the essential
data
about world
extremist movements was tabulated in a
separate Appendix. I realize that there
were inevitable inconsistencies. since
there were gaps in the facts known about
some movements. and there was no
indication of the degree of reliability of
the sources for. say. figures of strength.
