them are producing printed accounts
of
their inception and progress.
CUFFS
AND
HANDCUFFS
by Stanley Waller, D.C.C.
of
Rochdale, is a well-produced book
with good illustrations.
It
is pleasantly written and holds the reader's attention from
first page to last; for Mr. Waller has kept the
"human
touch" to the forefront
throughout. Conditions have indeed changed since Lieutenant Sylvester
of
the
West
Yorkshire Militia was appointed Chief Constable at a stipend
of
£140-
which, one ventures to think, was all he was worth; for he was short
of
stature
and
only 20 years
of
age. In his first Annual Report he informed the Watch Com-
mittee
that
he now considered his force to be efficient:
"in
addition to the seven
days' leave
of
absence granted them every year, they are now allowed to have
one
Sunday in each month entirely to themselves, which they much value." But the
gem of the
book
is a self-assessment by a late
c.c.
on page 85 which alone is worth
the price
of
the
book-8s.,
post free.

This excellent and useful book, the first edition
of
which we reviewed on page 71
of
THE
POLICE
JOURNAL,
January 1952, has just been issued in a cheaper edition at
15s. net. A Supplement incorporating recent legislation has been added, bringing
the book right up to date.
It
should be in all police libraries.
