Introduction
The Safeguarding Adults Unit in Cornwall is an independent
unit, accountable to a multi-agency board, the Safeguarding
Adults Board (SAB). As the operational lead within the Unit,
I was asked by the Editors of The Journal of Adult Protection to
provide an overview of the current delivery of safeguarding
to vulnerable adults in Cornwall and to assess how this has
changed since the The Murder of Steven Hoskin: A serious
case review (Flynn, 2007). The lead agency for responding to
safeguarding adults alerts is Adult Care and Support (ACS),
and I have written this paper in consutation with Nick Fripp,
Senior Manager in the Directorate responsible for safeguarding.
This article outlines what has been accomplished to improve
safeguarding in Cornwall, as well as plans for the future. In
doing this I have consulted widely with frontline staff and
incorporated their views in this account.
Background
The recommendations from the Serious Case Review were
further compounded by a Commission for Social Care
Inspection (2007) review of the learning disability service in
Cornwall, which was carried out in 2006. This stated that, even
though the structures to support safeguarding were in place (the
multi-agency SAB) and the principles of partnership working
had been embraced, there was still a problem with the delivery
of safeguarding on the ground, which was described as ‘patchy
and inconsistent’. The creation of my post was one response
to boost leadership and to ensure that planned changes were
realised. The measures adopted to effect change were fourfold.
A review and update of Cornwall’s procedures, introducing
timescales, a feedback letter for ‘alerters’ and new guidance for
managers with responsibility for co-ordinating investigations.

sharing, but there is still work to
be done to deliver consistent and
effective responses from everyone
involved in safeguarding adults.
