The
Faculty
of
Law
and
Social
Sciences
of
the
National
University
of
Buenos
Aires
has
once
again
organized
a
special
course
in
Ad-
ministrative
Law
at
the
graduate
level.
A
special-subject
certificate
will
be
award-
ed
at
the
end
of
the
two-year
course.
The
first-year
subjects
are :
Administrative
Law:
administrative
organization,
public
services,
administrative
acts;
Public
Administration .
introduction,
organizational
structure,
central-
ization
and
decentralization,
budgeting,
admin-
istrative
reforms;
Administrative
Procedure
and
Remedies :
introduction,
general
part
-
agencies,
special
part
-
the
various
remedies.
The
subjects
for
the
second
year
will
be :
Administrative
Law :
contracts
of
administra-
tive
authorities,
responsibility
of
the
State
and
of
civil
servants,
the
civil
service;
Special
Ad-
ministrative
Law :
economic
administration,
special
administrative
agencies,
etc.;
Adminis-
trative
Law
Procedure :
introduction,
national
system,
provincial
system,
projects.
CENTRAL
AMERICA
The
Central
American
Institute
of
Public
Administration
(ICAP)
organized
a
series
of
short
courses
on
new
customs
procedures,
which
were
held
at
the
border
posts
of
the
Central
American
countries.
Their
aim
was
to
ensure
that
the
procedures
and
agreements
made
within
the
context
of
Central
American
integration
and
the
common
market
program-
me
adopted
by
the
Directors-General
of
Cus-
toms
had
been
received
and
understood
by
the
officials
responsible
for
applying
them.
More
than
a
hundred
customs
officials
took
part
in
this
imaginative
and
apparently
suc-
cessful
programme
which
was
largely
due
to
Mr.
Manuel
Guevara
Fallas,
United
Nations
expert
in
customs
administration.
CHILE
The
Institute
of
Administration
of
the
Uni-
versity
of
Chile
is
organizing
a
graduate
pro-
gramme
in
public
administration
with
emphasis
on
economic
and
social
development,
from
6
May
1968
to
21
November
1969.
It will
seek
to
find
Latin
American
solutions
for
Latin
American
problems
and,
in
order
to
achieve
this,
to
train
a
new
generation
of
ad-
ministrators
in
the
public
and
private
sectors
who
will
be
well
trained
in
the
fundamental
disciplines
of administration
and
capable
of
original
and
creative
thinking
and
action.
COLOMBIA
The
Advanced
School
of
Public
Adminis-
tration
(ESAP)
will
be
heavily
involved
in
the
extensive
administrative
reform
programme
which
has
been
authorized
by
extraordinary
powers
granted
to
the
President
of
the
Repub-
lic.
The
programme
has
begun
under
the
leadership
of
the
Secretary
for
the
Organiza-
tion
and
Inspection
of
the
Public
Service.
The
United
Nations
experts
attached
to
the
Institute
of
General
Administration
supported
by
the
Special
Fund
are
acting
as
advisers.
Six
of
the
seven
United
Nations
fellows
who
have
returned
from
studies
abroad
have
now
been
assigned
as
counterparts
to
the
experts
already
assigned
to
the
Special
Fund
project.
MEXICO
At
the
request
of
the
Government,
Mr.
Ma-
rio
Frieiro,
Personnel
Administration
Section,
Public
Administration
Division
of
the
United
Nations,
has
completed
a
special
assignment
for
the
establishment
of
the
first
doctoral
pro-
gramme
in
public
administration
at
the
Uni-
versity
of
Mexico.
He
has
conducted
a
course
on
advanced
aspects
of
public
administration
for
civil
service
officials
and
university
tea-
chers.
In
order
to
continue
this
programme
as
an
integral
part
of
the
School
of
Political
and
Social
Sciences,
the
Government
of
Mexi-
co
is
requesting
additional
technical
assistance.
