HONDURAS
A
Public
Finance
Training
Centre
was
inaugurated
in
April.
It
started
work
with
a
Systems
Analysis
Course
which
ended
on
10
June.
The
purpose
of
the
course
was
to
familiar-
ize
officials
of
the
General
Directorate
of
Taxation
with
modern
equipment,
to
teach
them
systems
analysis
techniques,
and
to
introduce
them
to
the
various
languages
for
programming.
The
theoretical
training
was
followed
by
a
two-month
period
of
practical
exercises
organized
with
the
cooperation
of
experts
from
the
Organization
of
American
States
and
the
United
Nations.
LATIN
AMERICA
The
Inter-American
School
of
Public
Admin-
istration
(EIAP)
attached
to
the
Getulio
Vargas
Foundation
is
now
offering
its
Eighth
Regular
Course
in
Development
Administra-
tion
which
has
so
far
been
attended
by
182
0~-
cials
from
19
Latin
American
countries.
From
15
June
to
30
November,
the
course
will
include
lectures
and
seminars
on
admin-
istrative
theory,
sociology
of
administration,
economics,
planning,
political
aspects
of
ad-
ministration,
research
methods,
human
re-
sources
management,
budgeting,
project
man-
agement,
and
information-processing,
with
spe-
cial
reference
to
administrative
reform
efforts
in
Latin
America.
Participants
in
the
present
course
have
come
from
Argentina,
Bolivia,
Chile,
Colombia,
Costa
Rica,
Dominican
Republic,
Ecuador,
El
Salvador,
Guatemala,
Haiti,
Honduras,
Mexico,
Nicaragua,
Para-
guay,
Peru,
Uruguay,
and
Venezuela.
They
were
granted
fellowships
by
the
Organization
of
American
States
and
the
Inter-American
Development
Bank.
Other
training
programmes
are
also
being
carried
out
for
specialists
in
Customs
Policy
and
Administration,
Tax
Policy
and
Admin-
istration,
and
Project
Management.
These
are
contributions
of
the
School
to
some
critical
fields
of
the
administrative
moderniza-
tion
process
in
Latin
America.
About
120
officials
are
participating
in
the
three
pro-
grammes,
without
taking
the
extension
pro-
grammes
organized
by
the
School
into
account.
NETHERLANDS
The
Institute
of
Social
Studies
will
organize,
from
2
October
1972
to
30
June
1973,
its
Ninth
Postgraduate
Programme
in
Develop-
ment
Administration.
The
subject
matter
of
the
programme
includes
the
following :
The
Environment
of
Development
Administration,
a
consideration
of
the
interrelationship
of
environmental
and
organisational
factors
involved
in
the
process
of
development; Techniques
of Administration
and
Management,
a
consideration
of
policy-
making,
programme
planning
and
project
management,
involving
an
introduction
to
modern
management
techniques;
Organisa-
tional
Behaviour,
a
consideration
of
group
dynamics
and
interpersonal
behaviour,
organ-
isation
theory,
techniques
of
organisational
analysis,
and
the
nature
of
organisational
change
and
administrative
reform;
Institution
Building,
a
concern
with
the
development
of
participants’
ability
to
relate
administrative
activities
to
their
environment
and
to
influence
these
activities
so
that
the
capacity
for
change
and
development
may
become
institutionalised
within
the
organisation
and
in
society.
Satisfactory
completion
of
the
nine-month
course
leads
to
the
award
of
the
Diploma
in
Public
Administration.
A
second
academic
year,
including
a
major
piece
of
practical
work,
may
lead
to
a
Master’s
Degree
in
Public
Administration.
NIGERIA
The
Institute
of
Administration
of
the
University
of
Ife
will
organize,
during
the
academic
year
1972-1973,
three
postgraduate
diploma
courses.
The
Tenth
Diploma
Course
in
Public
Admin-
istration
(DPA)
