The
regulations refer to delivering liquor
from"
any van, barrow, basket or other vehicle or receptacle."
If
bottles of
beer
are carried
and
delivered by
hand
there would presumably
be no need to comply with
the
main provisions of
the
Section, although
the
defendant could possibly be convicted
under
Sub-Section (c) of
the
Section for distributing or delivering
the
intoxicating liquor at an
unspecified or unrecorded address.
Anote
must
be mentioned of " notices on licensed premises."
Some Police Officers are
under
the
impression
that
public houses
must
have a sign,
but
this is
not
necessary. A public house can be known
by its postal address, viz. : " No.
I,
High
Street"
(some of
them
are).
All
that
is necessary is defined by Section 74 of
the
1910 Act, which
states
that
a licensee
must
exhibit " his name with
the
addition after
the
name of
the
word 'licensed,'
and
of words sufficient to express
the
business for which his licence has been granted."
This
notice
must
be
exhibited"
in such form
and
manner as
the
Licensing Justices
direct,"
but
if the Licensing Justices have given no directions (as has
happened) it is doubtful whether aprosecution would succeed in Court.
It
will be readily seen from
the
instances quoted
that
the
whole
question of
the
law as far as it concerns intoxicating liquor is
not
only
interesting,
but
one which would repay
much
thought
and
study on
the
part
of all Police Officers who aspire to rise or succeed in their
chosen career, acareer which by an officer's own efforts can be made
as interesting
and
attractive as any in
the
world.
