Local administration covers a larger area within the whole of public
administration in West Germany than in most of the other European
countries. Towns, communities and Kreise (comparable to counties)
support what are often very large administrative services. Questions of
organization and the economic performance of duties are, to a large extent,
common to the different levels of local administration. Normally, such
problems are discussed in the local authority associations if it appears that
they can be better solved in common. The largest
of
these associations
is
the
Deutsch
Studtetag
(German Towns' Association). However, after
its
refounding just after World War
11,
this body was confronted with
so
many vital problems that it could not pay enough attention to the very
special questions of rationalization of organization and management.
For
that reason in
1947
theMunicipal Association for the Rationaliza-
tion
of
Organization and Management
(Kommunale Gemeinschaftsstelle
fur
Verwaltungsvera'nfachung,
abbreviated KGSt) was founded to look after
these specialized questions.
Only communities and community organizations, i.e. local authorities
and similar agencies, may becomc members of the KGSt. Joint authorities
and other community institutions may also be enrolled
as
corresponding
membcrs. Individuals arc not admitted
as
members. In the highest organ
of the
KGSt,
the general assembly
of
members, each local authority has
one vote for every
50,000
irihal>itants, subject
to
a maximum of twenty
votes. The general assembly
of
members elects an administrative board.
The adnlinistrativc board has at least twenty-four members, it holds
office for three years and appoints thc managirig director for a term of
office of
six
to twelve ycars.
In
1973
more than
600
local authorities including seventy Kreise were
inembers of the KGSt.
