The
Licensing
Act,
1961:

Licensing procedure, licensed and registered clubs, make up most
of the remainder
of
the new Act. A selection of provisions bearing
upon police duty is given under suitable sub-headings.
LICENSING
PROCEDURE
(November 1, 1961)
1. Confirmation
A new licence or an ordinary removal no longer requires confirma-
tion by a quarter sessions committee (s. 12 (1)).
2. Local Procedure
The
GENERAL
ANNUAL
LICENSING
MEETING
shall be
in the first fortnight in February every year, and not less than four
nor more than eight transfer sessions shall be held in the 12 months
beginning with February (as regularly as possible). At a meeting
of
licensing justices not less than 21 days before this, the time, day
and place for the remainder shall be appointed; transfer sessions
may also be appointed at the annual meeting (sch. 4, 1 (1)-(3)).
Different days at different places for different parts of the licensing
district may be appointed for the annual meeting. Sessions may be
continued by adjournment for outstanding business,
but
no new
application may be made on second or subsequent days.
If
an appli-
cant fails through inadvertence or misadventure to comply with
requirements about notices, consideration may be postponed to
enable proper notice to be given (sch. 4, 1 (4), (5) &(8)). High
Court orders of mandamus directing justices to determine an applica-
tion made
out
of time will virtually disappear.
