The analysis of crime returns for the first seven months of the year for the city
of Leeds showed that there was only an increase of 1.76 per cent. in reported
crimes compared with 1963, and an improvement in the detection rate from 32.8
per cent. to 40.25 per cent. The deputy chief constable said that too much should
not be read into the returns although he hoped the improvement was due to the
revised system for policing in the city and the larger C.I.D. force
