One has first of all to find a road, then to ask if it is a road to which
the public have access.

view of the peculiar character of this court
I find it impossible to regard it as a road within the sense of the defini-
tion of the statute.

Winners
THE Committee in charge of the arrangements for the King's Police
Gold Medal essay competition have furnished the Home Secretary
with their report on the competition held in 1948, which closed on
December rst, 1948.
The
subject chosen was "
The
Merits of
Tem-
porary Inter-change of Police Officers within the Commonwealth and
Empire."
The
Committee's report expresses disappointment that the
number of essays received was much smaller than the number submitted
last year.
The
report goes on to say, however, that the standard of some
of the essays submitted was very good and reflected careful research on
the subject on the part of the writers, and that the ideas were well
thought out and arranged.
