Yes, Oldham is in Lancashire (or Greater Manchester) but the "outward" part of the code (OL14) has no bearing on what county an address is in

There are numerous examples of postcodes with outbound codes referring to places in other counties. There are parts of North Yorkshire with LA (Lancaster) postcodes.

¦Todmorden has an 01706 (Rochdale) dialling code therefore it is in Lancashire.

Yes, the Todmorden telephone exchange is part of the Rochdale "parent" exchange. But this is probably to do with the volume of calls in the area when the Todmorden was allocated the code, originally 0706, decades ago.
