Vulnerable were put in care home despite concerns

Summerfield House Nursing Home, run by Bondcare (Halifax) Ltd, is a residential care home at Gibbet Street, Halifax, providing nursing and personal care for up to 107 people, some of whom are living with dementia

The inspection was prompted in part due to concerns received about the management of the home, people's care and treatment and how their privacy and dignity was maintained, said the Care Quality Commission (CQC), which dropped the home's overall rating from "requires improvement" to "inadequate" - also in terms specifically of both safety and being well-led - following its latest inspection, with an action plan now in place.

The CQC is an independent body which inspects and rates care homes and found "widespread and significant management shortfalls" at the home, now subject to an action plan it will keep under close review.

Responding, a spokesman for Summerfield House told BBC reporters that residents' wellbeing is its primary concern, a new care manager is in place with a "dedicated" team and widespread improvements were expected in coming weeks.

With the support of the Rights for Residents group, concerned families with loved ones at Summerfield House had asked the CQC to inspect again after a five-year, five-inspection spell of it finding the home "required improvement", said Penny Hutchinson, of Halifax.

She said they asked Calderdale Council's Safeguarding Team what they would change regarding processes to ensure vulnerable residents were safeguarded.

Ms Hutchinson was critical of the comany's directors but also the council. She said the council had "continued to place vulnerable people in a home they knew was not providing basic care and still continue to hand over around £150,000 a month."
