The report says: “The European Union committee warned in December 2017 that it was difficult to envisage a worse outcome for the UK than a ‘no-deal’ Brexit.

"We are therefore concerned that recent developments have so undermined trust that the possibility of ‘no deal’ – in other words, a failure to ratify the trade and cooperation agreement – has now resurfaced.

The warning from peers will come a week after the EU launched legal action against the UK over an alleged breach of the Northern Ireland Protocol.

European Commission vice president Maros Sefcovic has accused the UK of breaking international law by unilaterally extending the grace periods on Northern Ireland.

The European Union has warned the UK that it has violated the terms of the agreed within the Brexit trade deal at the end of last year and has demanded Prime Minister Boris Johnson rectify the alleged breach within a month.

Mr Sefcovic also accused Foreign Secretary Dominic Raab of displaying a “total misunderstanding” of the Brexit deal.

The UK cut all ties with the EU at the end of last year, but the agreed trade deal is only operational because of an emergency procedure from Brussels, with a deadline of April 30 set for the European Parliament to make it legally binding.

While the probability of the trade deal between the two sides seems unlikely, leading peers, including Lord Lamont and Lord Ricketts, have warned the disputed over Northern Ireland “reflect and compound a broader breakdown of trust between the UK government and the EU”.

Labour's candidate to defend Hartlepool in an upcoming by-election has apologised for his past "inappropriate" tweets, including one about "a favourite Tory milf".

Dr Paul Williams said on Friday that he "wouldn't dream of making comments like this now" after the decade-old messages came to light.

But Baroness Chakrabarti has urged Keir Starmer to change the candidate immediately.
