Newcomers to the eld of collaborative governance face a myriad of theoretical perspec-
tives, methodological practices, and empirical applications. While the number of pub-
lished journal articles dealing with collaborative governance is growing at a steady pace,
there are surprisingly few books on the topic that equip scholars with basic concepts and
theoretical approaches to grasp the inner world of collaborative arrangements and pro-
cesses. In this regard, Collaborative Governance Regimes by Kirk Emerson and TinaNabatchi
is a timely and welcome contribution to the booming research eld of collaborative gov-
ernance.
The book is a well-balanced mix of theoretical and conceptual work and empirical illus-
trations. The book is not set up as an edited volume but contains empirical illustrations and
case studies by other collaborative governance scholars. This is a clever design, which adds
empirical depth. Part I begins with a short summary of the changing context of collabora-
tive governance, including the rise of dynamic and complex ‘wicked’ problems, the shift to
network arrangements, citizen distrust in government, the reduction in problem-solving
capacity, and experimentation in governance arrangements. Understanding these pre-
conditions is an essential starting point in the study of collaborative governance. Next,
it introduces the core concept of a collaborative governance regime, which refers to ‘a
system of public decision making in which cross-boundary collaboration represents the
