This is the hearing of the applicant's application, lodged on 13 November 2017, to set aside a General Civil Restraint Order (“GCRO”) made by Supperstone J on 19 September 2017 and to reopen her claim for judicial review and to order a by-election. The applicant has not attended. It is now 4.42 p.m. The associate, I am told, has attempted during the course of the day to contact the applicant by telephone, with no success, as the telephone was not answered.

On 17 November 2017, Walker J ordered the application to set aside the GCRO to be listed before a High Court judge; that no submissions be made about anything else; that submissions be limited to 15 minutes; that no other written material be lodged by the applicant; that no other party be served; and that no other party need attend the hearing.

The applicant's application for interim relief in respect of the Referendum result was refused on the papers by Ouseley J on 15 July 2016. She claimed that a leaflet issued by the Electoral Commission was misleading. He said that she should have pursued that before the Referendum, not after the result was announced.
